Cloak & Scatter is played on a modular board that maps out a small, crime-ridden section of Victorian-Era London. Perhaps a little bit like this:
On the streets, there are 6 Agents that are researching crimes or spying on each other. Each tile of the board has 1 or more icons on it that indicate the type of research that can be done there.
The game can be played as a multi-player game or as a solo game, but either way you will have a collection of cards that each give you some Assignment to complete. Completing an assignment will require you to move the Agents. All players have the ability to move any of the Agents in order to complete those Assignments. Assignments will either require you to move an Agent of a specific color to a tile containing a specific icon, or it will require you to arrange multiple Agents such that they are in a particular relationship with each other (e.g. diagonal to each other).
Here's a few examples:
Typically, the Agents can move horizontally, vertically or diagonally to the next free tile. It jumps over any tiles that already contain Agents or gaps in the board.
In this example, the Blue Agent could move to any of the blue tiles.
However, if the Agent is on the river, they may move to any other unoccupied river spot instead.
