Congress of Westphalia

Congress is in session -- the Congress of Westphalia, that is! You have gathered with your allies in two small towns in Germany to bring peace to Europe after 30 years of war.

Of course, you want to get something out of all the treasure you have spent on the war. You and your allies will co-operate to win as many of the nine issues as possible. But you don't have the same interests as your allies, so they might not fight as hard for the issues that you care about. It's up to you to convince them to commit resources where you need them.

This is a simple card game that works with 2, 4, or 6 players. In each round, one player chooses an issue, and all players fight a common battle to see which side will win the issue. You need your allies to help you win the issues that are important to you, but they will expect your help in return -- and you can't win every issue.
