Setup: 1. Layout the 16 Yellow Phoenix Cards face up in a 4x4 grid.

  1. Make an X using the Intel Briefcases, putting them so they touch the corner of 4 Yellow Phoenix Cards.

  2. Shuffle the Green Falcon Cards and deal 1 card to each player facedown. This is your spy for this game.

  3. Set the remaining Green Falcon Cards off to the side How to win:

The First player to pick up 3 Intel Briefcases or Successfully assassinate the enemy spy wins!

.

Game Play: The player with the least board gaming experience goes first. (If both players have the same experience, Rock-Paper-Scissors for who goes first.

On your turn, you can complete 1 of 3 actions.

  1. Switch ANY two adjacent spy cards on the grid. Your spy does not have to be either of the two spies that are switched.

  2. Pick Up Intel: If your spy is next to an intel briefcase, you can pick it up & place it in front of you. Be aware that now the other player can deduce that you are 1 of the 4 spies next to the Intel Briefcase.

  3. Assassinate: If you are confident that you know who the enemy player’s spy is, you can attempt to assassinate them. To do this, you simply announce that you want to attempt to assassinate a spy. Pull the card from the grid you want to assassinate. The enemy player then reveals their facedown Green Falcon Card. If it is a match you win! If it is not a match, your assassination failed and you lose the game. So be sure that you know who they are before assassinating them!
