It's basically finished, but may be subject to small changes, so no physical rulebook is available. The rules are available to download for free from this shop page, or via a QR code, found either on the box and/or on one of the cards within.

You and your opponent have launched your hyper beams at each other. The beams are locked and now you’re stuck in a tug-of-war style battle, trying to increase the power of your beam enough to damage your opponent! To defeat your opponent, you’ll need to be able to capitalise on different power types as they become available.
Each hyper beam card has two abilities. Whenever you draw cards into your hand, choose which abilities you want by rotating each card so that the ability you want to play is in the top left corner.
Green = Wild (like when you mix paint colours; green = yellow + blue)
