The majority of players are loyals. If they can learn to trust each other, they have enough votes to control the table and win the game. But some players are rebels. They will say whatever it takes to get elected, lie about their investigations and try to execute and impeach the loyals. The loyals must work together to discover the truth before the rebels kill them all and win the game.
The lone anarchist is also a one man team who must play the two factions off of each other in order to survive long enough to win the game.
