Your city has been under constant threat for months from steam powered creations of unknown origins. Attempts to track the monstrosities back to their lair have proven useless, your citizens are nearing panic, and time is running out. There is, however, hope.
The greatest minds of your city have come together to devise a way to ensure that your people are out of reach of whatever diabolical madman is behind the attacks. Simply put, the city itself must take to the air. You have the plans but the constant attacks make your supply of building resources unreliable and everyday is a struggle to guess at where your people will be needed most.
Defend your city until the pieces are in place for the great flying machine, work with other threatened cities to get the resources you need, and be ever mindful of spies in your midst.
