Introduction: Registering to Vote: These are detailed rules that belong after the turn sequence. Move page 4 right after the current page 6.
"Players vote by rolling unique dice..." This explanation could be more clear. I think the number of the die (color) matches the candidate's rating in any issue. At first I thought each die was related to a particular issue.
In the picture, why are there 5 issues shown? Why are the two that are pointed to chosen?
The Election Process: Step 4: "Players may choose to concede an election at their discretion.": "by discarding a candidate card." (The example later shows that you "nominate" them first, which I guess is revealing it. Then you concede and discard.)
Step 5: "The tiebreak winner advances their original number of votes on the game board prior to the tiebreaker re-roll.": At first I reread this as the tiebreak loser. Probably "If there was a tiebreaker, the winner advances..." would be more clear.
"Note: Players may issue Public Opinion or Red Tape cards at any time, even when it is not their turn.": Make this bigger and/or in a call-out box so it is not missed.
Public Opinion Cards: "...to decrease the Domestic Affairs issue rating by 2 for every opponent’s candidates.": "...to decrease every opponent's Domestic Affairs rating by 2" is more clear.
"...affect all future votes...": Surely just this round.
