If you think, "no", then this is the expansion for you. The Dictator adds cards to limit the freedoms of your players, allowing you to justify less-that-perfect Policies and, if you're playing attack mode, really screw up your opponents!
These cards are also useful for Super-Evil-Villainous-Bad-Guys mode, where players work to cause - rather than solve - Issues. Add a touch of evil to your experience today
